Paying his way out of prison?

Peter Harz has been sentenced by a court in Brunswick, Germany, to a suspended imprisonment of two years and to pay fines in the amount of 560,000 €. He reportedly escaped the prison by a plead bargain deal.

Is this another way of saying that Mr. Harz is rich enough to have paid his way out of prison?
